League Rules and Regulations
The Superior Rotary Recreational Basketball League will be governed by High School and the following rules:
1. Number of Players
A regulation team consists of 5 players. A team may start with 4 players present. A team can play with 3 players, only if others have been injured or have fouled out, and the referees feel the team playing with less than 5 players still has a chance to compete. A team reduced to 3 players by player ejections will automatically forfeit. All players must be in the 9th, 10th, 11th or 12th grade.
2. Line-ups and Scorecards
“All” players MUST have a current photo HS I.D., whether it be proof of school with proof of grade. A student I.D. or report card will work.
The team will line up at the scorekeepers table, each player will present his/her I.D., and the scorekeeper will record the respective numbers. The team captain must also sign the scorecard following each contest to verify the score.
3. Timing Regulations
All games will be limited to 20-minute halves (running time) with a 3-minute half time. The clock will begin to run at game time. The clock will stop on all team and official time-outs. EXCEPTION: A REGULATION STOP CLOCK WILL BE USED AT THE 2-MINUTE REMAINING MARK OF THE SECOND HALF. The clock will stop for fouls, violations, and time-outs, but not after made baskets. ANY TEAM DELAYING THE GAME BY ARGUING, THROWING OR KICKING THE BALL, OR REFUSING TO COOPERATE WITH OFFICIALS, SHALL BE ASSESSED A TECHNICAL FOUL AND THE OFFICIALS MAY ADD TIME TO THE GAME , IF NECESSARY.
Games starting ON TIME will begin with a jump ball thereafter the alternating possession rule shall apply. Any team not ready to play at the scheduled game time, will be penalized 2 points for every minute late. The offended team will be awarded the ball to start the game. If a team is not ready to play at 5 minutes past game time, will result in a game forfeit? A “win” will be awarded to the apposing team with the score 10-0.
4. Mercy Rule
If a team is ahead by 15 or more points with 2-minutes remaining mark of the second half, the clock will continue to run, and stop clock procedure will not be used except for team and official time-outs. If a team comes back within 14 points the stop clock rule is back in effect.
5. Forfeit
A forfeit will be assessed when a team fails to be present with the required number of players at 5 minutes past a scheduled game time. A team committing their first default must contact the Superior Recreation Basketball League Committee by the Monday following the forfeited game, and indicate that they wish to stay in the league. A team committing a second forfeit will not be permitted to play the remainder of the season.
6. Time-outs
Each team will be allowed 3 30-second time-outs at any time.
7. Overtime
Games ending in a tie shall play only one 5-minute overtime to determine a winner. A REGULATION STOP CLOCK WILL ALSO BE USED AT THE 1-MINUTE MARK OF THE OVERTIME USING THE SAME PROCEDURE AS THE END OF THE SECOND HALF OF PLAY. Overtime periods shall begin with a jump ball. Each team will receive one 30-second time-out for the overtime period. If no winner is determined in the overtime period, a sudden death period will be played, starting with a jump ball.
8. Substitutions
Substitutions will follow National Federation guidelines. Therefore substitutes will be recognized during any dead ball situation. All substitutes must report to the score table and make notice that they wish to enter at the next dead ball and then sit on the floor as to not obstruct the view of the scorekeeper. The scorekeeper will sound the horn and the officials will recognize the substitutes and wave them onto the court. All players must remain seated on the sidelines during play. Failure to do so will result in a warning followed by a technical foul assessed to the bench.
9. Technical and Intentional Fouls
Technical Fouls – No free throws will be attempted. Two points will be awarded plus the ball out of bounds at mid-court to the offended team. In addition, any conduct or unsporting technical foul assessed will also count as a team foul.
Intentional Fouls – No free throws will be attempted. On an unsuccessful shot attempt, intentional fouls will be awarded 2 points plus retention of the ball at mid-court. On a successful shot attempt, intentional fouls will be awarded 4 points but the team does not retain possession.
10. Unsportsmanlike Forfeit
Should a game be stopped at some point due to a violation of league rules on fighting or sportsmanship, or if a completed game is subsequently protested due to an ineligible player or players and declared a loss for the winning team, it shall be considered a forfeit. Three unsportsmanlike technical fouls on a team during a game will result in the game being stopped. ANY TEAM FORFEITING A GAME UNDER THIS RULE IS AUTOMATICALLY BANNED FROM GOING TO THE PLAYOFFS AND WILL RECEIVE AN “F” RATING IN SPORTSMANSHIP FOR THAT GAME. Appeals to be reinstated to a playoff status may be made in writing to the League Coordinator before the next regularly scheduled game.
There will be no trash talk! If a coach is deemed in a physical altercation he/she will be ejected from the building.
11. Equipment
Jewelry of any type cannot be worn.
12. Uniforms
All team members must wear the same color shirt or jersey with a number. Jerseys or shirts or any other apparel that make up the uniform for play will not be altered in any fashion.
13. Team Area/Bench Personnel
One non-playing coach will be allowed in the bench area. All other non-players must be behind the restraining line. Coaches must remain in the immediate bench area. They cannot walk the entire length of the side line.
14. Bleeding Player Rule
Whenever the participant suffers a cut where bleeding occurs the player must leave the game and then take the necessary action to stop the bleeding. If a player’s uniform becomes stained with blood, this article of clothing must be removed before the player may re-enter the game. The player may use a different number without penalty. A team may call one time-out if it wishes to have the player remain in the game otherwise the injured player must leave the game and may return at the next dead ball after the situation has been corrected. The Recreational League Staff on duty shall have final approval on any situation regarding this matter.
15. Pressing Rule
When a team is ahead by 10 points, they cannot PRESS. The opposing team can still press. After the third warning for the violation, a Technical Foul will be issued, and the opposing team will get two points and the ball.
16. Suspensions
If a player is ejected from a game, that player will be suspended for the next game. If that player is playing in a double-header on that particular night, he or she will not play the second game of the double-header, and that will serve as that player’s 1-game suspension.
17. Coaching Behavior
If a Coach is ejected from a game, he or she will be terminated as the Coach of that team, effective immediately. There will be NO appeals process.
18. Spectator Behavior
If a spectator gets out of line at ANY time, the referee needs to stop the game and have THE COACH, for whom the spectator is cheering, remove that spectator before the game can be restarted.
19. Dunking
Dunking is not permitted during warm-ups.
Grabbing or hanging on the rim is not permitted at any time.
